Abstract

This paper reviews evidence on the relationship between technology use and management performance in Libyan organizations during the period January 2020 to 31 May 2026. Management performance is defined as organizational or administrative outcomes reported in the reviewed studies, including operational efficiency, decision-making quality, service continuity, transparency, accountability, coordination, reporting quality, user satisfaction and perceived organizational effectiveness. The paper follows a PRISMA-informed review structure. The evidence indicates that Libyan studies most often examine e-government, enterprise resource planning, e-learning, digital services and digital transformation, with technology generally associated with better information flow and service potential, conditional on infrastructure reliability, management support, digital skills, funding, and institutional context. The review also finds major methodological limitations in the evidence base and proposes a revised framework for future Libya-focused research.
